Announcement on Halal Conformity Assessment and Traceability Requirements for Export Products
To: All Partner Enterprises and Exporters
To assist Chinese export enterprises in effectively accessing international markets, our organization conducts Halal conformity assessment services for export products in accordance with the official Halal technical standards of importing countries (including but not limited to Malaysia, Indonesia, Gulf Cooperation Council countries, Türkiye, etc.), such as MS, SNI, GSO, OIC/SMIIC, among others. We hereby announce the following requirements regarding Halal conformity assessment and traceability:
I. Scope and Basis of Assessment
The Halal Conformity Assessment provided by our organization is based on the technical standards issued by the governments or standardizing bodies of importing countries. The assessment conclusion serves solely to certify that the products comply with the Halal technical regulations of the target market, thereby facilitating international trade.
II. Enterprise Halal Conformity Assessment and Traceability System Requirements
1. Raw Materials and Supply Chain Assessment
All animal-derived raw materials used in export products must provide documentary evidence demonstrating that their source and processing comply with the Halal standards of the importing country. Other raw materials (plant-based, mineral, synthetic, etc.) must provide composition statements and source documentation for our organization's conformity assessment.
2. Production Process Control and Segregation
Enterprises must establish and implement a batch management system to ensure full traceability of information throughout the entire process of export products, from raw materials, processing, and packaging to storage and transportation. Effective measures must be taken during production to prevent cross-contact between assessed and non-assessed products.
3. Documentation and Retention
All records related to the Halal conformity assessment, including but not limited to supplier declarations, raw material technical files, production records, and assessment reports, must be completely retained for at least five years for review and traceability purposes.
4. Product Recall Mechanism
If a product is found potentially non-compliant with the Halal standards of the importing country, the enterprise must immediately initiate a recall procedure, promptly notify our organization and relevant parties, and take corrective actions.
III. Enterprise Responsibilities and Supervision
Export enterprises shall ensure that their products and production processes consistently comply with the Halal standard requirements of the target importing countries. Our organization will conduct random sample re-inspections and market surveillance on products and production processes that have passed the assessment. For enterprises that fail to maintain compliance or provide false information, our organization will suspend or revoke their Halal Conformity Assessment certificate.
All export enterprises are requested to complete internal reviews by December 31, 2025, and prepare the supporting documents related to the requirements of this announcement for subsequent assessment and supervision.
